The chance of a zombie spawning as a baby is 5% The chance of a baby zombie spawning as a chicken jockey is 0.05% The chance of a zombie spawning with armor is 0-15% (let's assume 15) When a zombie spawns with armor, it always has a helmet.

I believe villagers should always get zombified, as it always gives the player a chance to be able to cure their villagers and not have to search for another village, which could be thousands of blocks away.
